State which factors matter—player value, age, contract, draft capital, competitive balance, collusion, and roster legality—and which do not. Require a short written reason when a trade is rejected.

List the footage, timestamps, screenshots, game logs, and witness information that can support a report. Set a filing window and identify who can view sensitive submissions.

Automated analysis may flag or summarize evidence, but it should never issue the punishment. An identified adult commissioner or review panel owns the final ruling.

Allow an appeal for new evidence, a rule misapplication, or a documented conflict of interest. Set a deadline and make the appeal reviewer different from the original reviewer where practical.
